As I mentioned before, this issue affects devices that do not have a US language pack. It is also found on Windows 10 version 1809. Windows Home users have also experienced this issue since the Home and Pro editions of this Windows version reached the end of servicing in 2020.
Microsoft is working on resolving this issue as soon as possible, and we expect a solution very soon. This issue is mentioned in the OS Build 17763.5820 KB5037765 security update. To resolve the issue, you can try installing the language pack manually on your device.
