Let’s download latest SCCM installation media for new Configuration Manager server installations. This installation media can be used only for the new server installations. For the rest of the scenarios, you need to use the version available under CD.Latest folder.
Microsoft released the latest version of the baseline image. 2103 is the latest version of the baseline version now. Until Microsoft releases the 2203 version of SCCM. SCCM installation media is released once a year. This installation media is also called the baseline version of SCCM.
Also, as David James mentioned on Twitter, Baseline builds allow clean install from scratch without upgrading from the previous version.
When to Use SCCM Baseline Version?
The following are the scenarios where you need to use the latest source files to install the Configuration Manager infrastructure.

Download SCCM Baseline Version of ConfigMgr
You can download the latest production version (Baseline Media = Installation Media) from any of the following Microsoft offerings:
- Eval Center (Available now Free Download – Trail Versions)
- Visual Studio Subscription (Only used for testing and training purposes)
- Volume Licensing Service Center (VLSC)
NOTE! – The latest version of the Baseline version of SCCM is 2103.

I don’t think the baseline media or new installation media for the latest version of SCCM was released on VLSC & Visual Studio Subscription. I have checked Visual Studio Subscription and it’s not available yet.
