Microsoft Intune Allows Admins to create different types of Policies. Admins can add settings to their policies via 2 other methods. Settings Catalog and Templates. The performance issue happened when Admins Chose Settings Catalog for Creating Policies.
Settings Catalog is Usually used for adding Settings like Firewall Settings or all available Bitlocker Settings. Microsoft recognized that admins will face performance degradation when more than 400 settings are added to a single policy.

Known Performance Issue with Intune Settings Catalog
Admins face different types of Performance issues in Intune. You can only select policies below 400 in a single policy for good performance. When you create a Policy in Microsoft Intune and Settings Catalog is used as the Profile Type, you will get an option for adding Settings.
- When the cursor puts on the i button (Information) in the +Add settings, you will get the information regarding the performance issue.
