Windows 11 24H2 Upgrade not Showing as Required?
You need to ensure that the devices are compatible with 24H2 version of Windows 11. Otherwise the devices won’t appear as REQUIRED in the SCCM console. Also, you won’t be able to deploy the upgrade package to those devices.

Windows 11 24H2 Support with SCCM
SCCM aims to support each new version of Windows 11 after its release. However, support depends on both products’ separate development and release schedules. When a version of SCCM reaches the end of its support, it is removed from the support matrix, and it does not support Windows 11 versions that have also reached the end of their support lifecycle.

SCCM Announcement Details
