What Licenses are Required to Use the New Feature?
It would help if you had either Microsoft Entra ID Governance or Microsoft Entra Suite licenses to use the feature that allows managers to request access packages on behalf of employees.
New Request Access Package On Behalf Of Other Users Features in Entra ID
In organizations that hire large numbers of new employees, training new hires on IT processes, including how to request access, can be challenging. To simplify this process and reduce the need for numerous training sessions, you can use access package policies that allow managers to request access on behalf of their employees.
- This simplifies onboarding, ensuring new hires get the necessary resources without additional training.
- Sign in to the Microsoft Entra admin center.
- Go to Identity governance > Entitlement management > Access packages.
- Select the access package you want to set up for on-behalf-of requests.
- Choose the policy you want to edit or create a new policy.

When creating a new access package, you must fill out information across 7 tabs. The 3 tabs are particularly important. The table below explains the three most important ones.

Allow Managers to Request on Behalf of Employees
If this option is set to yes, managers can request this access package on behalf of their employees. If it is set to no, users can only request this access package themselves. On the Requests tab, follow these steps to enable managers to make requests on behalf of employees.
- Set “Enable new requests” to Yes – This activates users’ ability to request access to the package.
- “Allow managers to request on behalf of employees (preview)“—This option will appear once new requests are enabled.
- Set the “Allow managers to request on behalf of employees (preview)” to Yes: This option allows managers to handle access requests for their team members.
